针对目前长输管道工程项目建设中因条块分割造成的风险控制难度大等问题,通过对现有的长输管道工程项目组织管理、绩效管理和流程管理的分析,提出了基于HSE的“PMT+PMC+EPC”风险一体化管理模式,并建立了以组织管理和绩效管理为基础,以流程管理为支撑的一体化管理体系。在西部管道工程项目的应用实施证明了该模式的可行性。

he division on the HSE-risk management among the construction units in the current long distance transmission pipeline projects brings a lot of issues, such as large difficulty in controlling etc. Analyze the current organization management, performance management and processes management of the current long distance transmission pipeline projects , give the HSE-risk management mode on the integration of PMT- PMC- EPC based on HSE, form an integrated management system with organization management and performance management as its foundation and with processes management as its support. The application and implementation in the Western Pipeline Project proves the mode is scientific and feasible.
