his paper make a brief introduction of the Linux traffic control framework. And then introduce the DiffServ QoS components and their correspondents of the Linux traffic control. However, the traffic control framework lacks a DiffServ meter/marker component, so the paper introduce how to implement a powerfull user-space meter/marker with the help of a kernel feature named IP queue, and then design and implement a Linux based QoS system with the help of the Linux traffic control framework and the user-space meter/marker
