his paper presents the principle of relativity of inertia in gravitational field, by which the Pioneer anomaly is decrypted. The theoretical result of a long-range anomalous acceleration acting on Pioneer 10 and 11 is consistent with the data of NASA, and basically ruled out other assumptions for most likely cause such as “gas leaks”, “thermal recoil force” and dark matter. The Modified Newtonian dynamics (MOND) can be established on the principle of relativity of inertia, therefore the Milgrom's law is proved to be true in theory. The principle of relativity of inertia is the physical expression of Mach's principle, which has universal sense. The equation based on this principle can be used for calculation of exact relativity of inertia in the solar system, and help us to more accurately predict the future position and orbits of asteroid closer to Earth.
