数据管理与数据治理的比较分析及其对制定科学数据开放共享政策的启示

Purpose/significance] This paper compares and analyzes the differences and connections between data management and data governance, in order to provide references for the formulation of scientific data sharing policies.[Method/process] By using the comparative analysis method, this paper analyzed the similarities and differences between data management and data governance in five aspects:definition and meaning, functions, objectives, principles and focus areas, and then analyzed its enlightenment to the formulation of open sharing policies of scientific data in China.[Result/conclusion] There are significant differences between data management and data governance in terms of definition and meaning, functions, goals, principles and focus areas, but they are also intrinsically related. Data governance is the key to the successful implementation of data management. Understanding the relationship between them is helpful to clarify the deficiencies of current scientific data management policies in China, provide references for improving scientific data management methods in the future, and plan and formulate practical rules for the open sharing of scientific data.
