柔性能力视角下的大型运作系统应急管理研究综述
Literature Review on Disruption Management of Operation System: Based on the New Observation about Capacity Flexibility Perspective
从2003年SARS疫情、2008年南方雪灾、2011年日本地震到2012年初各国发生的极端气象，突发事件对电力、通信、石化等一些运作系统造成了巨大的冲击，引发了运营能力的严重中断。如何进行高效的应急管理引起了社会各界的关注。本文以系统运作能力为主要视角，回顾近年来其在应急管理领域中的相关研究，从能力投资构建、能力调度、能力恢复等方面对研究文献进行了梳理和总结，并给出了本领域当前理论研究的一些前沿和热点，如对柔性能力的研究，为相关研究者提供了一些新的视角和参考。
Emergencies, such as SARS in 2003, snow disaster in the Southern China in 2008, the earthquake impacted Japan in 2011 and extreme weather catastrophes afflicted various countries in the beginning of 2012, created great impact on the operation system in the supply chain and caused fierce disruptions. How to carry out high efficiency disruption management aroused attention of the whole society. This paper reviews resent researches in the field of disruption management, analyzes and summarizes contents in the perspectives of investment, capacity allocation and capacity recovery, providing some new views and references for researchers.
