西方收缩城市的规划应对和政策选择

he interaction between urban development and planning responses is a highly correlated process. Along with the global economic slowdown and regional urban shrinkage, reduction planning aiming at cities whose population is declining is brought into attraction.Since urban planning has attributes of public policy and Engineering, how it can take effect in the promotion of urban transformation is a issue that the planning academia must dig into. In consideration of the opinions above, this paper systematizes the approaches to problem solving in western shrinking cities based on a number of case studies. First of all, not only the structure and evolution of the planning authority system are sorted out, but also the internal and external supporting environment to deal with the urban shrinkage in the process of policy formation and decision-making is analyzed. Secondly, the general principles of "Shrinking Planning" are summarized from core issues, guiding principles and coping strategies. Last but not in the least, a specific framework of practice which includes five elements like population, economy, landuse, space and culture is put forward according to the objectives of policy implementation.
