土耳其GAP项目中的环境保护模式及对我国的启示

随着生产力的提高，人类对于河流的开发力度不断加大。但流域开发会对当地的生态和人文环境造成严重影响，在资源开发和环境保护中寻求平衡一直是一个难题。土耳其的GAP项目是一个围绕水资源开发所构建的流域整体开发计划，在其开发过程中形成了周密细致的环境保护体系，以严格的法律制度作保障，以缜密的环境调查为依据，以详细的保护规划作指导，以全面的保护措施为手段。一方面，它突出了对于区域优势资源--水资源的保护力度，另一方面，它对于当地人文环境特别是历史文化的保护也形成了较为成熟的方法。这种在流域开发过程中保护资源环境的方式值得我国借鉴
With the development of productive forces，the intensity of river development is gaining momentum. But, watershed development would cause great influences on the ecological and human environment, to find the balance between resource development and environmental protection has always been a challenge. The GAP project in Turkey has built a efficient environmental protection system, which is formed by strict laws, accurate investigation, detailed planning, and comprehensive protection measures. It takes equal emphasis on both natural and human environment. The analysis of GAP could draw some inspirations for China’s river development.
