食品安全治理,除了政府的监管和企业的自觉外,也需要消费者的理性选择。消费者和企业的质量意识对整个食品质量有着重要影响。基于Belief-Action-Outcom(B-A-O)架构,本文从理论上分析消费者对产品的消费理念、质量选择及对企业生产产生的后果进行了探析,对企业在质量管理方面的发展理念、质量选择及对客户和自身的影响进行了探讨,并提出相关建议。

Food safety governance needs the rational choice of consumers in addition to government regulation and enterprises' consciousness. The quality consciousness of consumers and enterprises has important influence on the food quality. Based on B-A-O (Belief-Action-Outcome) framework, in this article it is theoretically analyzed that consumer consumption idea and the selection of quality have the significant repercussions of enterprise production, development philosophy on quality management and quality selection influence the customers and their own development, and related suggestions are put forward.
