保障粮食安全的财政政策绩效分析-以湖南省为例

he paper takes Hunan province as a case, based on the status and plight of fiscal policy to food security in Hunan Province, and by using the C-D function, analyzes the achievements of the food industry and combed the fiscal policies of sustaining the food safety in Hunan. The conclusion of the study showed that overall effect of the fiscal policy are markedly in good, effectively promoted the steady development of agriculture, the increasing of the farmers' income and food security, therefore, correct and moderate national macro-control will have a positive impact on the grain market. Based on China's national conditions and the actual situation of food security, the road to food security by financial security for the country should have the overall goal of agricultural modernization and establish a scientific concept of national food security and innovative new concept of food security by financial support, fiscal policy should be improved and implemented from the source of funds, the use of policy, management policies and control policies, etc..
