ue to the natural limitations, such as lack of funds, the shortage of technical innovation and the scarcity of talent, the cooperation of small and medium enterprises are often temporary, short-term, blindness, low efficiency, high risk and unstable in the cooperation of industry. This paper analyses the feasibility and particularity of GS algorithm applied to small and medium enterprise-university-institute cooperation and modifies the GS algorithm. Then, this paper applied the GS algorithm to small and medium enterprise-university-institute cooperation, trying to find the set of stable outcomes, in which every agent is matched to an acceptable agent and is willing to cooperate with each other, so as to achieve the effect of long-term and stable cooperation.
