依据水利水电工程建设规模大，周期长，施工条件复杂的特点，提出水利工程安全成本的概念，并对水利水电工程建设安全成本进行分析，确定其安全成本构成，分析安全效益跟安全成本之间的关系。
Water resources and hydropower construction project has some characteristics which are big scale, long cycle, complex construction condition and so on，Based on those，the author defined the concept of Safety Costs in Water Resources and Hydropower Construction Project，and determined the Components of safety costs，then analyzed the relationship between the safety cost and the safety benefits.
