The timetable including the first train time, the headway and the number of its running per day. The cost of the passengers was rationally described as scheduling delay cost and in-vehicle cost. A optimization model was established based on minimization of passengers’ cost and railway enterprises’ operation cost. Finally a analytical solution was presented for the model. Real instance shows the model and solution are feasible.
