水排污交易管理研究
Study of Emission Trading Management
本文首先描述了国外开展排污交易的具体情况及问题，然后详细阐述了我国目前开展排污交易的情况及存在的问题，并通过国内情况与国际情况（尤其是美国的情况）的对比，在详细分析美国的排污交易体系后，得出了美国开水排污交易所面临的问题，并对完善我国的排污交易制度提出了几点政策建议。
In this thesis, we first describe the condition and problems which some countries should deal with when they were carrying out their emission trading policy, then we describe our country’s condition and problems. After we compare our condition with the other countris’(especially the American experience), we get some problems which should be solved in China. And ar last we give some policy suggestion on these problems.
