广东水资源统一管理机构改革方案的研究

he multi-sector institution of water resources administration is a big barrier to sustainable water resources utilization in Guangdong. To promote unifying water resources administration is an important measure for improving the efficiency and effectiveness of water resources administration in Guangdong. Focusing on the goal to provide theoretical support for institutional reformation of water resources administration, the current state of water resources administration in Guangdong is briefly analyzed. Three schemes for reforming Guangdong provincial government institution for unifying water resources administration are presented as follows: “large-reforming scheme”, “small-adjusting scheme” and “coordinating scheme”. In the views of administrative efficiency, “large-reforming scheme” and “small-adjusting scheme” have more advantage than “coordinating scheme”, but in the views of implementing, “large-reforming scheme” and “small-adjusting scheme” have less advantage than “coordinating scheme”. It is suitable to select “coordinating scheme” to guide the reforming of Guangdong provincial government institution for unifying water resources administration.
