s the main energy in China, coal plays an important role in the national economics and social development. Therefore, only the implementation of effective coal strategic reserves can deal with the crisis caused by disruption in coal supply. This paper takes the maximization of social welfare as the key point, constructs a static optimal coal strategic reserve model, and further makes an empirical analysis according to actual data. The results show that, according to the economics principle, to get the optimal scale of coal strategic reserves, the marginal benefit of coal reserve should equal the marginal cost of coal reserve. In terms of the current coal demand price elasticity, this paper analyzes the optimal coal reserves scale to deal with the crisis caused by the disruption of coal supplies.
