哪里是政府与市场的合理边界?对中国电力市场化改革的CGE模拟分析
Where is the Boundary between Government and Market? A perspective from Market-Oriented Reform
在由计划经济向市场经济转轨进程中,政府与市场边界的合理划分经常成为实现经济稳定增长所必须应对的问题。鉴于中国电力体制问题长期存在且日益突出,本文以电力行业为研究对象,设置了一个凯恩斯宏观闭合的静态CGE模型,在此框架下模拟解除发电侧管制对宏观经济的政策效应。结论发现,解除发电侧管制不仅拉动实际GDP增加97.43亿元,而且会有效抑制通货膨胀、促进就业和增进居民福利58.53亿元。因此,在中国国情下,建立真正的发电侧自由竞争市场,推进电力市场化改革是一条必然之路。
In the transition from a planned economy to a market-oriented economy, how to define the boundary between government and market properly has always been the subject of a heated debate. In the light of long-term and deep-seated issues in China's electricity industry, we choose this industry as the object of our analysis, and then employ CGE model with a Keynesian macroeconomic closure, to examine potential impacts of the deregulation of electricity generation sector. Our numerical simulations imply enhanced efficiency in the generation sector, an explicit increase in GDP (9.743 billion), an effectively reduced CPI (0.037%), great gains of employment of 0.593 million, and a significant resident welfare improvement of 5.853 billion RMB yuan. Accordingly, it is undoubtedly necessary to establish a real market economy in the electricity generation sector and thus facilitate market-oriented reform of electricity industry in China.
