近年来,洪水灾害频繁发生,而强降雨是其灾害的来源之一,如何有效衡量城市的抗洪能力尤为重要。文章以郑州市、南京市和武汉市2021年发生的大暴雨为例,基于2021年各省份统计年鉴数据,探讨三个城市的抗洪能力。首先,基于四个维度建立了12个评估指标,采用ANP方法和熵权法计算指标的组合权重。然后,利用突变级数法计算各城市的隶属度,从而对其抗洪能力进行排序。最后发现,在建立的四个维度中,致灾因子危险性处于差等级,孕灾环境敏感性和承灾体易损性均处于较差等级,防灾减灾脆弱性处于一般等级。评估结果可用于各城市气象灾害综合风险普查工作、实时气象防灾减灾以及重大工程恢复和重建可行性论证等工作。

In recent years, flood disasters have occurred frequently, and heavy rainfall is one of the sources of disasters. It is particularly important to effectively measure the flood resistance capacity of cities. This paper takes the heavy rainstorm in Zhengzhou, Nanjing and Wuhan in 2021 as an example, and based on the statistical yearbook data of provinces in 2021, discusses the flood resistance capacity of three cities. Firstly, 12 evaluation indicators were established in four dimensions, and the combined weights of the indicators were calculated using the ANP method and entropy weight method. Then, the mutation progression method is used to calculate the membership degree of each city and rank its flood resistance capacity. Finally, it was found that among the four dimensions established, the risk of disaster factors was at a poor level, the sensitivity of the disaster environment and the vulnerability of the disaster bearing body were at a poor level, and the vulnerability of disaster prevention and reduction was at a general level. The research results can be used in the comprehensive risk survey of meteorological disasters in various cities, real-time meteorological disaster prevention and reduction, and feasibility demonstration of Megaproject restoration and reconstruction.
