PPP模式下基础设施效率评价模型、指标与影响因素研究

Based on the PPP management experience in foreign countries, this paper tracks the research results of the efficiency evaluation model, indicators and the influencing factors of the infrastructure project under the perspective of government-led, market-oriented reform and public-private partnership. It is found that the efficiency evaluation needs to consider the economic and social benefits brought by the government, the private sector and the third party institutions at all life cycle of the infrastructure. It also found that the main reason influencing efficiency improvement are the scientific of the regulation policy, market competition, the rationality of risk and responsibility distribution. In order to establish efficiency evaluation methods and policy arrangements that beneficial to efficiency improvement for PPP in China , it is crucial to establish government supervision and management agencies, independent project operation entities and the efficiency evaluation methods based on whole life cycle of project.
