一种基于GIS的应急分类管理研究

近年来,我国突发事件频发,如SARS事件以及多起严重的地震,都导致了大量的经济、环境和社会方面的损失。由于突发事件的影响范围广泛,受灾程度严重,需要建立更完善的现代应急管理体系。对相关对象进行分类是从整体上宏观地管理和应对突发事件的一种有效方法。本文应用多属性决策理论,结合GIS(Geographic Information System),构建了一个基于GIS的应急分类管理分析框架,并将其应用于南京市高校应急管理能力综分类评价研究。

In recent years, China witnessed ever-increasing emergency events such as SARS and several severe earthquakes, which caused serious economic, environmental and societal damages. Such situation compels the establishment of a more advanced and comprehensive emergency management (EM) system in China. It is a useful approach to classify items in EM such as organizations' emergency event preparation ability to provide an overall picture for effective policy design. In this paper an analysis framework incorporated multiple criteria classification methods and GIS components is proposed as a EM system and applied to university EM ability evaluation in Nanjing.
