能源节约型技术进步及其对能源效率的影响研究

Study on the Measurement of Energy-saving Technical Progress and its Impact on Energy Efficiency

随着我国经济高速发展,能源短缺和环境污染问题也日益突出,因而提高能源效率是我国进行可持续发展的必然选择,而提高能源效率的关键在于技术进步。本文在CES生产函数的基础上,引入能源要素,并将劳动和资本聚合成非能源要素,进而合成双层嵌套式CES生产函数。并用1990-2012年工业数据进行测算,得到能源与非能源要素之间的替代弹性为0.43,即存在互补关系。结合能源效率的增长分析可知,我国近年来的技术进步为能源节约型技术进步。分析发现,能源节约型技术进步水平及能源价格对能源效率的提升均产生正向影响。

With China's rapid economic development, energy shortage and environmental problems are increasingly prominent. So that improving energy efficiency becomes the inevitable choice for China's sustainable development, and the key to increase energy efficiency is technical progress. This paper puts energy into the CES function, and merges labor and capital into non-energy factor, forming a two nested CES function. Based on the relevant data of Chinese industry from 1990 to 2012, we come to a conclusion that the elasticity of substitution between energy and non-energy factor is 0.43, i.e.there exists a complementary relationship between them. Regarding the increasing trend of energy efficiency, we conclude that China's technical progress tends to be an energy-saving one. The regression test results prove that energy-saving technical progress has a significant positive effect on energy efficiency, and raising the price of energy can improve the efficiency to a certain extend.
