我国基于PMC指数模型的卫生信息化政策评价

背景??卫生信息化是我国卫生事业发展的必然要求,是深化医改的迫切需要,是实现人人享有基本医疗卫生服务目标的重要手段,当前我国卫生信息化处于高速发展阶段,政策支持对卫生信息水平的快速提升起到了重要作用。当前关于卫生信息化政策量化评价研究较少,需开展相关研究促进政策提升以推动卫生信息化的高效、高质量发展。目的 ?对我国卫生信息化政策进行梳理和量化评价,为政策的制定和完善提供策略与思路参考。方法 ?通过对国务院办公厅、国家卫生健康委员会、国家中医药管理局和国家医疗保障局等政府部门官方网站及中国知网、国脉电子政务网等数据库进行检索,筛选获取2014—2023年政府出台的卫生信息化相关政策,运用ROST内容挖掘系统(ROSTCM)质性分析软件进行文本挖掘,构建政策建模一致性(PMC)指数模型评价相应政策,并通过设置一级指标和二级指标对卫生信息化政策的基本情况和政策整体性进行量化评估分析。结果 ?共检索筛选出11份政策文件。通过PMC建模方法及多源流理论确立PMC评价体系及评价标准。在选取的11项政策样本中,PMC平均分数(6.77)处在良好水平,在一级指标中政策工具(0.39)和政策级别(0.56)有较大提升空间,在二级指标中政策性质的预期变量(0.55)和政策实施的技术支持变量(0.09)有较大提升空间。结论 ?当前我国信息化在多个方面表现良好,政策目标明确,内容全面合理,推进卫生信息化工作有效开展,但政策工具和政策级别角度有待提升,仍需进一步规划预期任务、描述发展前景,拉动建设需求并保障必要投入,鼓励社会企业参与建设,加快规范与标准制定,促进跨部门协作。通过科学的政策体系推动卫生信息化事业的快速发展。

Background??Health informatization is an inevitable requirement for the development of China's health carean urgent need to deepen the health care reformand an important means to achieve the goal of basic health care services for all. CurrentlyChina's health informatization is in a stage of rapid developmentand policy support plays an important role in the rapid improvement of health information level. Currentlythere are fewer studies on the quantitative evaluation of health informatization policiesand relevant research is needed to promote policy enhancement to promote the efficient and high-quality development of health informatization. Objective??To sort out and evaluate the policy of health informatization in Chinaand to provide reference for the formulation and improvement of the policy. Methods??Health informatization-related policies issued by the government from 2014 to 2023 were obtained by searching and screening the official websites of government departments such as General Office of the State Council of the People's Republic of ChinaNational Health Commission of the People's Republic of ChinaNational Health Commission of the People's Republic of ChinaNational Healthcare Security Administration and National Administration of Traditional Chinese Medidneas well as databases such as China National Knowledge Infrastructure and the echinagov.comand text mining was performed by applying ROST Content Mining ROST CM qualitative analysis software to construct a Policy Modeling Consistency PMC index model for evaluating the corresponding policies. ROST C M qualitative analysis software was used to conduct text miningconstruct PMC index model to evaluate the corresponding policiesand quantitatively assess and analyze the basic situation of the health informatization policies and the overall policies by setting first-level indicators and second-level indicators. Results??A total of 11 policy documents were selected. PMC evaluation system and evaluation criteria are established through PMC modeling method and multi-source flow theory. Among the 11 selected policy samplesthe average score of PMC6.77is at a good leveland there is a large room for improvement in the first level indicators of policy tools 0.39and policy level0.56and there is a large room for improvement in the second level indicators of the expected variables of policy quality0.55and the technical support variables of policy implementation0.09. Conclusion??CurrentlyChina's informatization is performing well in many aspectswith clear policy objectivescomprehensive and reasonable contentpromoting the effective development of health informatizationbut the policy tools and policy level perspective need to be improvedand there is still a need to further plan the expected tasksdescribe the development prospectsstimulate the demand for construction and guarantee the necessary investmentencourage the participation of social enterprises in the constructionaccelerate the development of norms and standardsand promote the cross sectoral collaboration to promote the rapid development of the health informatization cause through the scientific policy system.
