We should focus on the changes of psychological relaxation, physicals failure, and new safety culture which should be constructed, carried out and implemented，then less operation, better management. The government should improve the legal system, strengthen supervision; the manager of plant should improve the relevant system, set a good example; the worker at the production line should improve the nuclear safety culture, strengthen experience exchange and training. Passive technology and nuclear safety culture should be mutually promoted and common developed. Only by active digestion and absorption of passive technology, can we improve the level of passive nuclear safety culture, use the advantages of passive technology, and realize the advanced safety features of nuclear power.
