新贸易保护主义背景下我国能源产业结构优化升级的思考--以光伏产业“双反”为例
Strategic Conception of Chinese Energy Industry Structure Optimization and Upgrading under the New Trade Protectionism Background -- With The Photovoltaic Industry“Anti-Dumping and Countervailing”Case for Example
首先对1995-2012年间国外对华反倾销立案、对华实施反倾销措施的数据做实证分析，从数据对比及趋势发展中得出贸易保护主义演变的新特点；然后梳理了我国涉案金额最大的贸易争端光伏"双反"案的动态发展过程，进而剖析其所引发的产业效应。在此基础上，探讨新贸易保护主义背景下以光伏产业为代表的我国能源产业结构优化升级问题，并构建了以两型产业为核心的新型产业体系模型，以期为我国能源产业结构的优化升级提供普适性对策。
Firstly, this article gives an empirical analysis on the data of foreign anti-dumping cases and measures on China between 1995-2012, from which we find out some new trade protectionism features basing on data comparison and evolution trend. Then we give a dynamic comb of the photovoltaic anti-dumping and countervailing case, which is the biggest trade dispute involved in the country, and then analyze their effects caused by industry. On this basis, we discuss Chinese energy industrial structure optimization and upgrading problems under the background of new trade protectionism , represented by the PV industry, and construct a new industrial system model, the " two oriented " industrial system , which provides universal countermeasures to our energy industrial structure optimization and upgrading.
