For the idea of open access getting into people＇s minds, and the prosperous development of institutional repositories built by universities and research institutes, building national institutional repository alliance is proposed. This paper focuses on the development of domestic institutional repository, significance of building national institutional repository alliance, the mode of building national institutional repository alliance, and the existing problems of building national institutional repository alliance, as well as the typical domestic and foreign institutional repository alliances are analyzed.
