基于改进BSC的电信投资项目后评估体系
Post-project Evaluation System of Telecom Investment Projects Based on the Improved BSC
本文针对现行电信投资项目后评估体系中存在的一些隐性问题,大胆借鉴了平衡记分卡的思想,并结合电信企业实际,对其进行改进,从企业价值、利益相关者、内部业务流程、学习和成长四个维度对评估指标体系进行了重新的梳理,并提出了BSC电信项目后评估模型,笔者希望借此为电信投资项目后评估的实际工作提供一个新的思考框架。
his paper aims at the Post-project Evaluation of telecommunication enterprises, analyzes the issues of current evaluation system, and works out a new model for telecommunication investment projects with the theory of improved Balanced Scorecard (BSC). Base on the actual situation of carriers, this paper coordinates the index system from four dimensions: Enterprise Value, Behalf-correlated Departments, Interior Business Process, and Study & Development. The author hopes that the new evaluation system and model can provide a new direction for the actual work of telecommunication post-project evaluation.
