his paper has proposed nine strategies for planning and implementation of the developmental project of large and middle scale enterprise informationalization: “ Forecast the future in advance” ; “Dig up the potential function”; “The persistence of indomitable spirit ”; “Act as ‘The newcomers have outshone the old-timers ‘ ”; “ Be compatible with parallel ”; “Carry out data planning”; “Implement ‘virtual reform’ ”; “Choose a reference pattern” ; “Genial training, unshakable examination”. This paper has also proposed three methods for business prediction and five steps for data planning. The importance of estimation opportunity loss in forecast as well as the strategy of changing potential surplus function into new essential function has been analyzed and emphasized.
