he paper points to the development trend of current road network, analyzes the disadvantages of the current ETC system, and designs the No Stop Internet Electronic Toll Collection System according to the principle of combining advancement with practicability, and combining reliability with security, and combining economy with extensibility. The network structure of “ three grades and four layers” is applied in the system according to the network design of hiberarchy and the separation of the system function.
