产业集群竞争优势是其存在的根据，从本质上说，产业集群的竞争优势来自于群内企业可以获得而群外同类企业难以获得的资源，这些资源是以集群内部结构为基础带给群内企业的特殊利益。而产业集群的发展又是利益和风险同步锁定的过程，当风险锁定到足够量时会引致产业集群竞争优势的弱化。此时产业集群就必须寻找新的发展趋向
ompetitive advantages are the foundation of the exist of industrial clusters.They come from the resouses that the enterprises in the clusters can get from the clusters ,the enterprises can get some special benefits from these resources which come form the structure of the cluster.The benefits and risk are locked-in during the development of the industrial clusters,and the competitive advantages of the clusters would be reduced when the risk is accumulated.so the clusters have to find new strategies for development.
