科学数据管理体系的二维视角-《科学数据管理办法》解读

Purpose/significance] In order to better understand and implement the Scientific Data Management Rule, and promote the practice of scientific data management and sharing in China, the paper makes an interpretation of the Scientific Data Management Rule.[Method/process] From the two-dimensional perspective of Data Life Cycle and Responsibility Stakeholders, this paper makes an interpretation of the Scientific Data Management Rule.[Result/conclusion] The Scientific Data Management Rule has formed a scientific data management system based on data life cycle and responsibility stakeholders. The two aspects are integrated and complementary to each other, and together constitute the management system of "unified leadership, division of responsibility among departments and regions" in the management of scientific data in China.
