IIt is an era that the knowledge dominates in information society. With the deepening of globalization and the international acquisition, the intellectual capital has gradually taken the place of the traditional factors as capital, labor and land，become the only most important strategic resource today. A clear understanding of the impact of intellectual capital on enterprise performance by empirical research is the basic of using intellectual capital to create enterprise value. The purpose of this paper is to study the effect of intellectual capital on telecom enterprises performance, and explore whether it has become telecom enterprises' strategic resources. In analyzes in the domestic and foreign existing related research, the present paper proposed the conceptual model of the intelligence capital and the telecom enterprise performance. The samples of empirical research are from domestic typical telecom operators and equipment providers；The methods of empirical research are factor analysis and the relevant analysis.
