切换是无线资源管理中的一项重要技术,在切换中应该同时将多种不同的参数作为判断因素以提升切换的性能。对于未来系统中的重负载及轻负载小区,传统的基于导频值的切换算法并不能真实地反映目标小区的负载状态。对于资源利用多的小区负载较重,切换用户的接入不仅使小区性能恶化,同时,可能由于资源不足而导致阻塞,而轻负载小区却处于空闲状态,导致了负载严重的不平衡。本文提出了一种基于导频值以及资源的先进的切换算法,在该算法中,导频值并不是决定切换的唯一因素。在切换的过程中将会依据实际的资源使用状况而决定目标小区的选择。通过将用户接入至轻负载的小区,使得资源的使用可以更为合理和有效;系统切换掉话率降低,而资源使用率却得到了提升。

Handover is an important technology in the RRM. Different parameters can be considered as judgment element simultaneously to improve the handover performance. For the co-existence of heavy and light load cell in future system, the traditional handover algorithms that only based on pilot value can not reflect the actual load status of the target cell. To heavy load cell, accessing a handover user will cause performance worsen, or blocking for insufficient resources, while the resources of light heavy cell are idle, resulting serious load unbalanced. In this paper, an advanced handover judgment based on the combination of pilot value and resource, Joint Resource Handover Judgment (JRHJ) algorithm for realizing load balancing is proposed. The pilot value is not the only handover judgment element. In a handover procedure, the target cell will be chose according to the actual resource utilization. By accessing users to the light load cell, the resource can be utilized reasonably and efficiently, the system handover dropping probability will be decreased and the resource utilization will be increased.
