政府数据开放平台数据创新性开发利用服务研究
Data Innovative Development and Utilization Services of Open Government DataPlatform
摘要
[ 目的 / 意义 ] 对政府数据开放平台在数据创新性开发利用中的服务功能进行分析，帮助有关部门更好地把握未来规划、建设、管理和服务的重点。[ 方法 / 过程 ] 从服务方式和特点两个角度，对国内 32家地方级政府数据开放平台的政府开放数据创新性开发与利用服务现状进行调研及分析研究。[ 结果 / 结论 ]共有 23 家平台已经在政府开放数据的创新性开发利用中积极作为，为社会公众开展政府开放数据的创新性开发利用提供包括定向数据、应用开发服务以及工具下载等多样化与全方位的服务。在今后的服务过程中，要制定具有可操作性的政策法规，加快海量政府开放数据的融通用，注重开发利用成果的落地，注重用户的需求分析和参与。
Abstract
[Purpose/significance] This paper analyzes the services of open government data platform in datainnovative development and utilization, to help government grasp the focus of future planning, construction,management and service. [Method/process] From two perspectives of service model and service characteristics, this paper analyzed the data innovative development and utilization services of 32 local open government data platforms in China. [Result/conclusion] There are 23 government platforms provide diversifiedand omnibearing services, including directional data providing, application development services and toolsdownload service. In the future service process, it is necessary to formulate operable policies and regulations,speed up the integration and generalization of massive government open data, pay attention to the landing ofdevelopment and utilization results and pay attention to the needs of users and participation.关键词
