his paper starts with the principle of System Level Simulation, and then introduces a simulation model of TD-SCDMA HSDPA network planning, which based on both Monte Carlo Model and Time Slot Driving Model. In the paper, it also recommends the detail modeling ways about the key technologies. At the end of the paper, a case of planning simulation by using the model is given to show the results.
