电信企业信息化绩效评价指标体系构建

近年来,随着经济全球化和全球信息化形势突飞猛进,信息技术及其应用己经渗透到经济和社会的各个领域,成为提升产业结构和素质、提高劳动生产率、增强国家综合实力的最先进的生产力。各行各业都越来越重视企业信息化的水平,加大了对信息化建设的投资,但是信息化投资是否达到了企业预期收益却没有明确的考核标准。为了检验企业的信息化投资效果,信息化绩效研究也越来越多。本文以电信企业的信息化绩效研究为重点,通过对电信业的绩效评价研究和其它行业的信息化绩效评价研究为出发点,综合信息化绩效评价特点和电信企业的特点,建立电信企业信息化评价指标体系。在平衡计分卡绩效评价理论基础上结合指标体系建立理论,从平衡积分卡的财务、客户、学习与成长、内部业务流程四维评价体系扩展到考虑利益相关者及外部环境变化的战略投入五维的绩效评价体系。
With rapid development of economic globalization and information, the applications of information technology have played an valued role in kinds of fields, which have been the most advanced productivity in the improvement of industry structure, the high efficiency of labor productivity and the comprehensive strength of nation. All walks of life paid more attention to the level of information technology of the enterprise. However ,it is hard to say, whether the company benefits or not from the investment of the technology. To evaluate the result of investment, a large number of scholars are researching the problem. Based on the previous study of performance evaluated on telecommunications and other fields, the paper set up a new performance system on the telecommunications, considering the characteristics of this filed. The paper develop a performance system on five dimensions, which based on the balance score system.
