避难场所的规划和选址往往凭借定性经验判断,缺少定量的计算,借助地理信息系统技术可以实现定量计算和定性分析相结合的效果。在选址规划过程中,把若干影响选址的因素分别做成栅格地图,借助地理信息软件,分别计算每个因素在某范围内的影响程度,并生成以影响程度为变量的栅格地图,之后把影响程度变量地图依据权重综合分析,得到避难场所规划场址。把该方法在某县区应用,选择地形状况、与油气站的距离、与医疗机构的距离、与消防站的距离等4个影响因素进行检验,其选址结果基本上与该县区已有的避难场所一致。
Planning emergency shelters and site selection often rely on qualitative experience judgment, rather than quantitative calculation. With the aid of the geographic information system technology, it realizes the combination of quantitative analysis and the qualitative analysis. In the planning process, with the aid of geographic information system software, factors are made into raster maps, influence degrees of each factor are calculated in a certain county, and raster maps of variables of factors are generated. Then, the maps are on the basis of comprehensive analysis by weight. After that, sites of shelters are got. The method is application of the county with a choice of influence factors of terrain, Oil and gas station, medical institution and fire station. The results show that the location results are basically consistent with the county refuge existed.
