PPP项目阶段审查制度研究

In this paper, it first introduces the basic conception of the pattern of PPP, At the same time,it analyses the theory of the view system of PPP. And then it analyses six gateways of the view system.：strategic assessment,business justification,procurement strategy,investment decision,readiness for service,benefits realisation.At last, in order to control effectively the processes of the project and make it can develop to the desirable objective, this paper explores targets for evaluation from the area of background of the organization, stakeholders, the current phase of the review, risk management, for the next stage of preparation to do, and so on.This paper analyzes Seriously strategic assessment, investment decision,benefits realisation,because these gateways play a crucial role in the PPP project life cycle.Finally, based on the study ahead,it analysis obstacles in the implementation of PPP projects。Then bring out associated measures,proposal the Government and relevant departments should establish relevant laws, regulations and policies to meet the PPP model which is the general cooperation trend.They should set down relevant policies as soon as possible, study phase of the review in the PPP project in order to allow the project to achieve the desired objectives and value-added funds,and contribute to the China\\\\\\\\\\\\\\\
