从分析辽宁工程技术大学图书馆建设与发展现状 ,特别是存在的问题入手，阐述了辽宁工程技术大学在学术资源传播上的障碍，并针对这一现象提出了辽宁工程技术大学机构知识库的整体构建及其意义。
according to the analysis of the statements and the problems of LiaoNing Technical Univerity library development. This paper systematically discusses the existing barriers where Liaoning Technical University in spreading academic resources in the present. After analysis of the present situation, the paper proposes the significance and the methods of establishing the institutional repository of LiaoNing Technical Univerity.
