n adaptive method, referred as the Modified Empirical Mode Decomposition (MEMD) and its associated Wigner-Ville distribution (WVD), are presented for nonstationary signals processing. The MEMD-WVD based Range Instantaneous Doppler (RID) Inverse Synthetic Aperture Radar (ISAR) imaging algorithm can reduce the cross-terms without loss of resolution for maneuvering targets.
