In this paper, we compared the IEEE802.11 standard for WLANs and the IEEE802.16 standard for WiMAX in aspects of application & cost, network structure & operation mode, service coverage & speed, and QoS support. Through comparison, we highlighted the main features that complement/differentiate from each other in these aspects and corresponding basic integration issues. Then, we presented the IEEE802.21 standard, which is aiming to give a practical solution for all the issues in the integration of WiFi and WiMAX. In IEEE802.21 standard, a new handover mode, namely, Media Independent Handover (MIH) is defined. We applied the MIH structure in a hypothetically integrated network of WiFi and WiMAX, and analyzed the handover signaling. Then, an entire handover signaling flow chart is presented in this paper. Finally, we discussed the future direction of seamless handover for the heterogeneous networks.
