1992年《21世纪议程》明确指出导致目前环境问题的主要原因是不可持续的生产与消费模式。生产与消费是两个密切相关的环节,消费对生产具有决定作用。针对目前资源节约型、环境友好型社会的建设中重生产、重技术、轻消费的现象,本文介绍了反弹效应的概念,分析了反弹效应出现的原因,提出了应重视消费环节, 转变消费行为的建议。

In 1992, the Agenda 21 definitely pointed out that the unsustainable modes of production and consumption are mainly responsible for the environmental pollution. Production and consumption are two closely relevant links, while the latter has decisive effect to the former. At nowadays, on the way of constructing resource saving and environmental accordance society, there is a phenomenon of valuing production and technology while belittling consumption. This article concentrates in the concept and reasons of Rebound effect. At the same time, it advises people to value the link of consumption and to change the consumer behavior.
