Open data can provide extensive data support for them by virtue of its advantages of wide coverage, simple data format and easy access. Anxiang town of Hunan province city center is the research scope, with open data as the breakthrough point, using kernel density analysis and methods of weight determined by order relation, integrated commercial and public service facilities ，through the classification of interest and agglomeration recognition city center, combining the general urban planning of Anxiang town to the urban center Identification and adjustment of urban centers in small and medium-sized cities based on open datasystem planning ideas, thus put forward a series of optimization strategy adjustment.
