he problems on the definition and the methods of publishing scientific papers via Internet are solved firstly, and then the development of the methods of publishing, which include electronic-only journals, open access journals and open access repositories, and their development in China are showed. At last the authors make conclusions that Chinese scholars have paid less attention to the publishing scientific papers via Internet than that of American and English scholars, the attention mainly comes from the field of Library and Information Science which means the open access movement in China should step out of the stage of theory study as fast as possible.
