事业单位基于胜任力的绩效考核体系研究——淮安市房屋权属登记与交易管理中心绩效考核方案设计
Research on the performance appraisal system of Institutions based on the competency——The performance evaluation program of Huai’an housing property ownership registration and transaction management
事业单位正逐步实施绩效工资制度,研究制定科学的绩效考核方案对充分调动职工的工作积极性和主动性具有重要意义。本研究以淮安市房屋权属登记与交易管理中心为案例,分析了中心现有考核体系的弊端,设计了一套绩效考核的新方案。研究将近年来人力资源管理领域的热点——胜任力引入事业单位的绩效考核中,以SHL公司通用胜任力框架为基础来确定与各岗位工作绩效相关的胜任力,同时采用科学量表通过行为进行胜任力评估,提出胜任力360度反馈报告的思想。此套方案的设计还包括了业务实绩和综合素质的考核办法以及基本的薪酬分配制度,最后对事业单位基于胜任力的绩效考核体系的构建提出了指导意见。
Institutions are gradually implemented appraisal related pay system. It is a significance to study and formulate a scientific program of performance appraisal because it is useful to fully mobilize the enthusiasm and initiative of employees. In this study it takes Huai’an housing property ownership registration and transaction management as a case. It analysis the drawbacks of the existing evaluation system and designs a new performance appraisal program. Study inducts the idea of competency which is a hot issue in recent years into the institution. It finds out the competency related to the requirement based on the Universal Competency Framework which is invented by SHL Company, at the same time it uses scientific scale to assess the competency by behaviors. It also gives a 360-degree feedback report. This package also includes the assessment methods of business performance and overall quality as well as the distribution system of appraisal related pay. In the last part this paper gives the guidance of competence-based performance appraisal system in institutions.
