数字基础设施建设是推动数字经济和创新型城市建设的支撑,提升创新质量是驱动经济高质量发展的关键。本文基于2011-2020年275个地级市面板数据,在理论分析数字基础设施建设对城市创新质量的影响路径的基础上,以"宽带中国"试点政策作为一项准自然实验构建渐进双重差分模型,系统考察数字基础设施建设对城市创新质量的影响效应。研究结果表明:数字基础设施建设对城市创新质量具有显著提升作用,该结论在通过一系列稳健性检验后依然成立;机制分析结果表明,数字基础设施建设通过推动数字金融发展、激发城市创业活跃度、强化政府战略引领等途径促进城市创新质量提升;异质性分析表明,"宽带中国"试点政策对城市创新质量的提升效应在地理位置更好、行政等级更高、低资源禀赋以及高人力资本密度的城市中表现得更加明显。本文的研究结论对促进数字中国建设和进一步推动创新驱动发展战略具有重要的政策启示。

igital infrastructure construction is the support for promoting digital economy and innovative city construction, and improving innovation quality is the key to driving high-quality economic development. Based on the panel data of 275 prefecture-level cities from 2011 to 2020, this paper analyzes theoretically the influence path of digital infrastructure construction on urban innovation quality, and constructs an asymptotic double-difference model with the pilot policy of "Broadband China" as a quasi-natural experiment, to systematically investigate the influence effect of digital infrastructure construction on urban innovation quality. The results of the study show that digital infrastructure construction has a significant impact on the quality of urban innovation. The results of the study show that digital infrastructure construction has a significant effect on urban innovation quality, and this conclusion still holds after a series of robustness tests; mechanism analysis shows that digital infrastructure construction promotes urban innovation quality through promoting the development of digital finance, stimulating urban entrepreneurial activity, and reinforcing the strategic leadership of the government; and the analysis of heterogeneity shows that digital infrastructure construction has a significant effect on urban innovation quality, and this conclusion still holds after a series of robustness tests. Heterogeneity analysis shows that the enhancement effect of the "Broadband China" pilot policy on the quality of urban innovation is more obvious in cities with better geographic location, higher administrative hierarchy, low resource endowment, and high human capital density. The findings of this paper have important policy implications for promoting the construction of digital China and further promoting the innovation-driven development strategy.
