国有林区“一局（区）两制”改革的构想
On the Reform Suggestion for State Owned Forest Region with Two Management Systems
从国有林业企业的经营状况来看，一直存在公共产品生产和私人产品生产两种截然不同的生产和管理方式，在目前无论按照事业管理或企业管理的方式进行改革都难以取得满意的结果。作者认为，应当在管理体制和管理方式上将两种生产和管理方式分开，建立以公共森林资源管理为基本内容的事业化管理体制，并纳入国家天然森林管理体系建设的框架内，依靠国家投入建立科学的森林培育和管护制度。同时，建立以林区资源经营为主要内容的企业化经营体制。
From the management system, China’s State owned forest business still public goods an private goods production and management system that can not receive a satisfied results no matter in a institutional or business way. It is needed to separate those two management systems by managing nature forest with government organization and mechanism and managing private business activities include artificial forest with market in organization and mechanism.
