论文在采用单元调查评估法对中国农业分省污染排放量进行核算的基础上,应用基于方向性距离函数的Malmquist-Luenberger生产率指数方法,对1978-2008年环境规制条件下省际农业TFP增长及其源泉进行实证分析,将农业增长、资源节约与环境保护纳入到一个统一分析框架。研究发现:(1)环境规制条件下农业TFP取得了一定增长,主要由前沿技术进步贡献,环境技术效率也存在一定程度的改善,在时间趋势上大致可以分为6个阶段;(2)从资源、环境与增长的统筹兼顾来看,农业TFP及其增长模式地区差异明显,东部地区要优于西部地区,中部地区则可能处于失衡状态;(3)以三大直辖市为代表的东部省区和西部青海、贵州和宁夏等边远省份直接主导着"农业环境技术创新";(4)是否考虑环境污染成本,对农业生产率核算会产生较大影响,并可能导致政策偏误。

Using the Unit Investigation and Evaluation Method (Unit Analysis) to evaluate the Non-point Source Pollution (NSP) of each province, this paper applies the Malmquist-Luenberger Productivity Index method which is based on the Directional Distance Function (DDF) to calculate the agricultural TFP growth and its components accounting for environmental regulations in provincial level of China from 1978 to 2008. So the agricultural growth, resource conservation and environment protection have been integrated into a unified framework. The main conclusions are as follows: (1) Accounting for the environmental regulations, the agricultural TFP growth is slightly positive. It is mainly driven by the Frontier Technological Progress (TP) and there is slight improvement in the situation of Environmental Technical Efficiency (ETE). The dynamic tendency of agricultural TFP growth can be classified into six phases in 1978-2008. (2) Taking overall consideration of resource conservation, environment protection and agricultural growth, the differences among regional TFP growth and its modes are significant. In general, the eastern region is better than western region, while the central region maybe in the situation of un-equilibrium. (3) The three of municipality directly under the central government in east coastal region and some remote and border provinces like Qinghai, Guizhou and Ningxia in western region lead the agricultural technological innovation directly. (4) Whether to account for the cost of environmental pollution or not has significant influence on the calculation of agricultural TFP growth, and which maybe leads to the biased error of policy.
