环境规制对环保技术创新影响的实证研究

Empirical Research in Environmental Regulation Impact on Environmental Technology Innovation

本文选取"三废"达标排放率与污染处理率、"三废"综合利用率和固体废物综合利用率等能够体现环保新工艺与技术的指标,使用主成分分析法降维形成一个综合指标以测算环保技术创新水平。在此基础上,利用2003-2012年中国省际面板数据实证研究了环境规制对环保技术创新的影响。研究表明,相比于控制型环境规制,市场激励型环境规制对环保技术创新的促进作用更为显著,环境规制强度对环保技术创新呈现倒 U 型的曲线变化。地区经济发展水平的提高有助于促进环保技术创新水平的提高,外商直接投资和环保技术创新水平有着显著的正向关系,研发投入对中西部地区环保技术创新水平的作用显著。

In this paper the indicators discharge standard-meeting rate of "three wastes"and pollution treatment efficiency,comprehensive utilization rate of"three wastes" and comprehensive utilization rate of solid waste were selected to obtain a comprehensive index by the principal component analysis with dimensional reduction to reflect environmental technology innovation level. Empirical research in impact of environmental regulation on environmental technology innovation was performed on this basis of Chinese provincial panel data from 2003 to 2012. The results indicated that the promotion effect of market incentives environmental regulation was more prominent than the mandatory environmental regulation on environmental technology innovation. A "inverted-U" curve between environmental Regulation intensity and environmental technology innovation level was found. The improvement in regional economic development level helped to promote the elevation of environmental technology innovation, foreign direct investment made a significantly positive impact on environmental technology innovation level while R&D investment can significantly promote environmental technology innovation level in the middle and west regions of China.
