his paper analyzes the value and mechanism of promoting the construction of intelligent library by multi-subjects, and puts forward some countermeasures and suggestions, which provides a theoretical basis for promoting the construction of intelligent library and improving the level of coordination. Each subject promotes the value of building a Smart Library: Policy support to guide the construction; targeting the market for win-win cooperation; talent-based and continuous transformation; deep-rooted support to drive upgrading; participation in construction to enhance effectiveness. It puts forward the mechanism of multi-agent cooperation: Interaction Mechanism, benefit mechanism, alliance mechanism, motivation mechanism, demand integration mechanism, co-construction and sharing mechanism. The strategy of coordinated promotion: strengthen government decision-making; strengthen interaction and coordination; enhance technological innovation.
