发展海洋水库是解决上海缺水问题的根本出路

本文通过对上海水文、地理特性的分析,得出:上海既不是水质型缺水城市、更不是‘全球未来六大缺水都市之一’。上海境内存在着质优量大的‘淡水富矿’,地点就在崇明岛的崇头。进而提出了在崇明岛东、北一带建设海洋水库,蓄积崇头优质淡水、彻底解决上海缺水的新方案。此外,通过对上海在建、规划项目的研究发现,采用柔性海洋水库技术,可使一潭死水的‘碧海金沙’人工沙滩‘白浪翻滚、潮起潮落’;也可实现船舶压舱水零排放的目标,杜绝海洋生物四大杀手之一的压舱水,保护海洋生态环境;也可取代大、小洋山港拟建的海水淡化厂,成为该港的备用水源。
by analyzing the topography and hydrological data in Shanghai, it is found that Shanghai is not a water-stress city, there are a giant freshwater mine with good quality in Shanghai, which locates at Chongtou of Chongmin Island. Based on this discovery, it is proposed that coastal reservoirs shoud be built on the north and eastern sides of Chongmin island to store the freshwater, therefore the water shortage problem can be completely solved. It is also suggested that the soft barrier invented by the author be able to solve the problems in artificial gold beach project proposed by Shanghai government, thus the waves and tides could appear in the beach; it is also found that the coastal reservoirs can reuse the ballast water by ships, thus the marine environmental could be effectively protected from the invasive ballast water; it is also concluded that the coastal reservoirs in Yangshan port can economically replace the desalination plant.
