Then an indexation system is established to evaluate the incentive ability, which contains the parts of environment incentive, reward incentive, work incentive, institution incentive and affection incentive. And that, a model of hierarchical fuzzy comprehensive evaluation is given. The validity of the model is also shown by an example.
